Overview
Offutt is ACC's reconnaissance and nuclear command-and-control hub. The 55th Wing, the largest wing in Air Combat Command with more than 7,800 people across six groups, flies and fixes the RC-135V/W Rivet Joint, RC-135S Cobra Ball, RC-135U Combat Sent, and WC-135 Constant Phoenix, and its crews are perpetually deployed somewhere in the world. Sharing the base are U.S. Strategic Command headquarters, the 557th Weather Wing, the 95th Wing and its 595th Command and Control Group with the E-4B Nightwatch jets, and the DPAA CONUS Annex. Roughly 6,980 active-duty members, 3,838 DoD civilians, and about 8,100 family members make up the daily population, and the STRATCOM exercise calendar, wing inspections, and joint planning conferences keep TDY traffic steady all year.
The base sits on the Missouri River floodplain at the south edge of Bellevue, Nebraska, a suburb of about 54,000 that is functionally part of metro Omaha. It is a Midwestern four-season place: humid summers in the upper 80s, winters that drop into the teens with wind chill warnings, spring severe-weather season with real tornado risk, and the memory of the March 2019 flood that put a third of the base under water. For a TDY traveler that means a rental car, a winter kit in the trunk from November through March, and a plan for where you will sleep when the Inns are full, because Bellevue's hotel strip fills fast during exercises.
Weather
Omaha-area normals from Eppley Airfield put July highs near 86°F with humid nights in the mid-60s, and January highs around 32°F with lows in the mid-teens. Expect about 28 inches of snow and 33 inches of precipitation a year, with thunderstorm and tornado season peaking April through June.
Best months
September and October, plus late April into May
Tough months
December through February for ice, snow, and wind-chill warnings that close the base (call 402-232-2653 for the snow line); April through June for severe thunderstorms and tornado watches
Getting there
- Fly into Omaha Eppley Airfield (OMA), about 15 miles and 25 to 30 minutes from Kenney Gate. There is no base shuttle, so book a rental car; from the airport take Abbott Drive to I-480, then US-75 South (the Kennedy Freeway) toward Bellevue. Rideshare works for a one-off ride but you will want a car for the whole TDY.
- The STRATCOM (SAC) Gate off Capehart Road is the base's 24/7/365 gate and is the best bet for late-night arrivals. Kenney Gate at Highway 370 and Fort Crook Road is the main gate for traffic from Omaha and I-80; base housing sites list it as 24/7, but some sources show reduced overnight hours, so confirm on the 55th Wing's gate page before a midnight arrival. The Bellevue Gate is weekday-daytime only (listed as 0600-1400 Mon-Fri), and the old East Gate is permanently closed.
- The Visitor Control Center is at 478 Butler Blvd, beside the STRATCOM Gate, open Monday-Friday roughly 7 a.m. to 4 p.m. and closed on federal holidays and ACC/55th Wing family days. Everyone in the vehicle age 12 and up needs ID, and drivers need current registration and proof of insurance. TDY members with a CAC can drive straight to a gate; anyone else needs a sponsor and a pass.
- Highway 370 and Fort Crook Road back up at the Kenney Gate on weekday mornings between about 0630 and 0800, and STRATCOM exercises add hundreds of extra cars. Coming from the south on I-29, the Bellevue Toll Bridge on Iowa Highway 370 charges about $1 each way and drops you at the Bellevue Gate, which is only useful during its weekday hours; otherwise stay on US-75 to Capehart Road.

Offutt AFB crashpadsHousing & BAH
Housing
- Family housing is privatized under Burlington Capital Properties as Rising View, roughly 1,600 homes in three areas: Capehart (about two miles west of the main base), Coffman Heights on base, and the historic Fort Crook homes at the center of the base including Chief's Row and General's Row.
- The Military Housing Office is 402-294-6242 and the Rising View leasing office is 402-991-9840.
- Off base, Military OneSource's 2025 snapshot shows one-bedroom rents averaging about $1,095, two-bedrooms about $1,240, and single-family homes from $700 to $2,800-plus, with an average home price near $311,000 for January-August 2025.
- Sarpy County is one of the faster-growing areas in Nebraska, so buying in Papillion, Gretna, or Bellevue is common for anyone on a three-year tour.
BAH 2026
| Grade | With dependents | Without dependents |
|---|---|---|
| E-5 | $2,085 | $1,587 |
| O-3 | $2,601 | $2,268 |
- For 2026, published tables for the Omaha, NE housing area show approximately $2,085 with dependents and $1,587 without for an E-5, and approximately $2,601 with dependents and $2,268 without for an O-3.
- Sources agree on those figures and on a 2.7 percent increase over 2025; confirm on the DTMO BAH calculator.
Bellevue (Old Town, Twin Creek, Cedar Island Road)
The base's hometown: 1960s-90s ranches and split-levels in the $250-350K range, Bellevue Public Schools with military liaisons in every building, and a five-minute hop to Kenney Gate down Fort Crook Road.
Papillion
The family-favorite suburb west on Highway 370, with newer subdivisions in the $350-450K range, Purple Star-designated Papillion-La Vista schools, Werner Park baseball, and a Shadow Lake Towne Center run for everything.
La Vista / Ralston
Closer-in and a touch cheaper than Papillion, with 84th Street shopping, quick I-80 access for anyone with an Omaha-working spouse, and Papillion-La Vista or Ralston schools.
Gretna
Fast-growing small town on the west edge of Sarpy County with big new-build lots, well-regarded Gretna schools, and the Nebraska Crossing outlets, but the longest commute across Highway 370.
Plattsmouth / Council Bluffs, Iowa
Budget options on either side of the river: Plattsmouth is a quiet river town 15 minutes south on US-75, while Council Bluffs offers cheap Iowa housing and casino-strip dining across the toll bridge or up I-29.
Schools & childcare
- Two Bellevue Public Schools elementaries serve base housing: Fort Crook Elementary and Lemay Elementary (Capehart area). Middle and high school students from base housing attend Bellevue schools, and both Bellevue East and Bellevue West have Air Force JROTC and dedicated military liaisons.
- Bellevue Public Schools (15 elementaries, 3 middle, 2 high) covers the base and most of Bellevue. Papillion-La Vista Community Schools covers Papillion, La Vista, and slivers of Bellevue and the base, and every school in the district holds Purple Star designation. Gretna, Ralston, and Omaha Public Schools serve the western and northern suburbs.
- The Offutt School Liaison Program sits under the 55th Force Support Squadron (offutt55fss.com); the Military and Family Readiness Center at 402-294-4329 can connect you and also books the mandatory newcomer orientation. Confirm the current liaison's direct line on the FSS site.
- The Offutt Child Development Center (106 Peacekeeper Dr, 402-294-2203) runs a waitlist; request your spot through MilitaryChildCare.com as soon as you have orders, and have your losing base's CDC start the paperwork. The Youth Center on Hruska Drive (402-294-5152) runs before- and after-school care with buses to local elementaries.
Healthcare
- The 55th Medical Group's Ehrling Bergquist Clinic is an outpatient clinic, not a hospital, serving more than 27,000 enrollees with primary care, pharmacy, dental, and specialty clinics. There is no emergency room. The appointment line is listed as 402-232-2273 (232-CARE); confirm on offutt.tricare.mil.
- For emergencies, call 911 or drive to Nebraska Medicine Bellevue on Highway 370 just west of the base or CHI Health Midlands at 84th and Highway 370 in Papillion, both within about 10 to 15 minutes. Level I trauma care is at Nebraska Medicine's main campus in midtown Omaha, about 25 minutes north.
- Offutt is in the TRICARE West Region, administered by TriWest Healthcare Alliance since January 2025. TDY members should use the Nurse Advice Line (1-800-TRICARE) for urgent care referrals before heading to a civilian urgent care.

Henry Doorly Zoo and Aquarium
Consistently ranked among the best zoos in the world, with the Desert Dome, Lied Jungle, and Kingdoms of the Night. It is about 12 miles north of Kenney Gate, 20 minutes up US-75 at 10th Street, and worth a full day with kids or a slow afternoon solo.

Old Market and downtown Omaha
Brick streets, Ted and Wally's ice cream, Upstream Brewing, and the Bob Kerrey Pedestrian Bridge over the Missouri. Roughly 13 miles and 20 to 25 minutes north; park once and walk, or ride down for a Creighton game at CHI Health Center.

Strategic Air Command and Aerospace Museum
Offutt's own history under one roof in Ashland: SR-71, B-36, B-52, and a Vulcan, plus a good look at why STRATCOM lives here. About 30 miles west on I-80, 35 minutes, and an easy weekend combo with Mahoney State Park next door.

Fontenelle Forest
A 2,000-acre nature center in Bellevue with 26 miles of trails, a boardwalk, and bluff views over the Missouri, five minutes from the base on Bellevue Boulevard. The best quick reset after a long week on the flightline, and it stays open in winter.

College World Series and Omaha sports
Charles Schwab Field hosts the Men's College World Series every June; the Omaha Storm Chasers (Royals AAA) play at Werner Park in Papillion, 15 minutes from base. Expect hotels to spike in June, another reason to have a crashpad locked in.
Official site ↗Base Lake and the river
Offutt's own Base Lake has campsites, paddleboats, and fishing inside the fence; Lake Manawa State Park across the river in Council Bluffs adds a beach and boat ramp 15 minutes away, and the toll bridge on Iowa 370 is the shortcut.
Lincoln and the Haymarket
About 55 miles west on I-80, roughly an hour, for Husker football Saturdays at Memorial Stadium, the Haymarket district's restaurants, and the state capitol tower. Book Lincoln hotels months out for home games.
Official site ↗Insider tips
- 01Winter is the real hazard here: ice storms and wind chills below zero close the base a few times a year. Keep a scraper, blanket, and boots in the rental car, and put the snow line (402-232-2653) and the 55th Wing Facebook page on your phone.
- 02Tornado season runs April through June. Know where the shelter is in your lodging on night one, and download a weather app with alerts; the 557th Weather Wing is on base, but you still need your own plan.
- 03Use the STRATCOM (SAC) Gate off Capehart Road for any arrival after 2100. It is the one gate every source agrees is 24/7, and the Visitor Control Center sits right beside it.
- 04The Air Force Inns take reservations 120 days out and cancel unconfirmed rooms at 6 p.m. on check-in day. Reconfirm three days before you fly, and if your flight lands after 8 p.m., call the desk the same day to make sure someone is there.
- 05Offutt's per diem is the standard CONUS rate, not Omaha's. Do not assume the $122 Omaha lodging rate applies to a Bellevue hotel; check the DTMO lookup for 'Offutt AFB' and book inside $110 or get the non-availability number first.
- 06PCS families: the CDC waitlist is months long, so file on MilitaryChildCare.com the day you get orders, and ask the housing office about Rising View wait times by bedroom count before you pass on a rental in Papillion.
- 07Kenney Gate traffic on Highway 370 stacks up from about 0630 to 0800; if you are lodged in Papillion or La Vista, leave 15 minutes earlier than the map says, or take Capehart Road to the STRATCOM Gate.
- 08Pack for both seasons if your TDY straddles spring or fall; a 40-degree swing in one week is normal on the Plains, and the Field House pool and indoor track are the answer when the weather wins.
