Overview

Joint Base Pearl Harbor-Hickam is the strategic epicenter of airpower and sea power in the Pacific. The Navy runs the base — berthing, shipyard, and shore support for more than 160 commands — while Hickam Field belongs to the Air Force: the 15th Wing flies C-17s with the 535th Airlift Squadron and C-37/C-40 DV jets with the 65th, and shares F-22s and KC-135Rs with the Hawaii Air National Guard's 154th Wing. Headquarters Pacific Air Forces sits on the flightline. Roughly 18,000 active-duty sailors and airmen work here, the base serves more than 55,000 people a year, and the TDY flow — mobility crews, PACAF staff, exercise players, shipyard tech reps — never really stops.

The place is Honolulu, on the south shore of Oahu, eight miles west of downtown and two miles from the airport. Trade winds keep it comfortable most days, but cost is the story: housing runs two to three times the national average, groceries 50 to 70 percent higher, and Waikiki hotels routinely top the government rate once resort fees and taxes land. Everything on Oahu takes longer than the map suggests, H-1 traffic is a fact of life, and knowing where to stay, park, and eat inside per diem is what separates a good Hickam TDY from an expensive one.

Weather

Honolulu averages highs of about 80°F in January and 88°F in August, with lows in the mid-60s to mid-70s and northeast trade winds most afternoons. The airport side of the island gets only around 17 inches of rain a year, most of it November through March; the windward side gets far more.

Best months

April through June and September through October — trades are steady, surf is manageable, and tourist crowds are lighter.

Tough months

November through March for Kona storms and heavy rain, and June through November for hurricane season; summer south-shore swells and vog from the Big Island can also flare up.

Getting there

  • Fly into Daniel K. Inouye International (HNL). The rental car center is a shuttle ride from the terminal; grab a car, because TheBus is slow to the west side and rideshare adds up. The O'Malley Gate (Hickam) and Nimitz Gate (Pearl Harbor) are about two miles and 10 minutes from the airport via Nimitz Highway. There is a USO in Terminal 2 (808-836-3351).
  • Nimitz, O'Malley, Makalapa, Borchers, Ford Island, Porter, and Kuntz gates are listed as open 24 hours unless otherwise posted, but hours change for exercises, holidays, and force protection conditions — check the 15th Wing Pass & ID page or JBPHH social media before you land.
  • The Visitor Control Center / Pass & ID office is in Building 3455 at 1240 South Drive, just before Nimitz Gate: 6 a.m. to 4 p.m. Monday through Friday, closing at noon on the third Thursday of the month. Phone 808-449-0865. Bring a REAL ID-compliant license, orders, registration, and insurance; contractors and visitors need a sponsor request submitted in person or by phone.
  • The Skyline rail's Segment 2 opened in October 2025 with a Lelepaua station at the airport and a Makalapa station at JBPHH — $3 a ride on a HOLO card, running 4 a.m. to 10:30 p.m. Morning H-1 traffic from the west side (Ewa, Kapolei) stacks up hard from 6 to 8:30 a.m.; Nimitz Highway backs up in the afternoon toward town.

TDY lodging

On base

Lodging is Navy Gateway Inns & Suites

Check-in / out
4 p.m. / 11 a.m.
TLF (families)
Available
  • Lodging is Navy Gateway Inns & Suites (not Air Force Inns), one property with front desks on both sides of the base: the Royal Alaka'i Inn on the Hickam side (15 G Street, Building 1153) and Arizona Hall on the Pearl Harbor side (1623 Battleship Drive, with Lockwood Hall and Makalapa rooms).
  • Reservations 808-800-2330, toll-free 1-877-NAVY-BED, email NGISPHReservations@nexweb.org; check-in 4 p.m., check-out 11 a.m. Rooms are Air Force Inns standard with family and business suites, but there are no TLF cottages and pets are limited — ask before you book.
  • Certificates of non-availability are issued only when the whole JBPHH property is at full occupancy, which happens often in summer; get it in writing before you commit to a commercial room.

Off-base per diem

  • Confirm the current lodging allowance for your duty location and travel dates with the official rate lookup and your travel office.
  • No current rate is quoted here.
  • Alaska and Hawaii use DoD OCONUS rates.
  • A published ceiling is not proof of reimbursement eligibility.

The crashpad option

We're expanding at JB Pearl Harbor-Hickam. Send us your dates and we'll match you with a furnished crashpad near Aiea, Salt Lake, or Pearl City priced inside the $202 Oahu rate with DTS-ready receipts — parking, kitchen, and laundry included.

Housing & BAH

Housing

  • Family housing is privatized on both sides: Hickam Communities manages roughly 2,500 Air Force homes in neighborhoods like Hickam Housing and Officers' Row, and Ohana Military Communities (Hunt) manages about 4,500 Navy homes across Halsey Terrace, Moanalua Terrace, McGrew Point, Ford Island, and more.
  • Start with the Navy Housing Service Center at 4825 Bougainville Drive, Building 2652 (808-474-1804, 7:30 a.m. to 4 p.m. weekdays) — they run the waitlist for both services.
  • Off base, Oahu rents averaged about $2,668 in 2026 listings, with two-bedrooms in Ewa Beach around $2,450 and Kapolei around $2,800; three-bedroom houses near the base clear $4,000 fast.
  • Buying is expensive but common on three-year orders — talk to a VA-savvy agent early.

BAH 2026 · MHA HI408

  • JBPHH sits in MHA HI408 (Honolulu County), the same rate as Schofield, Fort Shafter, and MCBH.
  • Published 2026 tables show an E-5 at approximately $3,663 with dependents / $2,856 without, and an O-3 at approximately $4,428 with dependents / $3,819 without.
  • Oahu also pays overseas COLA on top of BAH, indexed to pay grade and dependents.
  • Confirm both on the DTMO BAH calculator and OCOLA lookup.
NeighborhoodCommute

Aiea / Pearl City

The workhorse commute — older single-family homes and condos on the hillside above Pearl Harbor, Pearlridge Center for shopping, Aiea and Pearl City high schools, and prices that are merely painful instead of absurd.

Commute: ~10-15 min

Salt Lake / Moanalua

Closest to the O'Malley gate: mid-rise condos and townhomes, Moanalua High School's strong reputation, Aliamanu Middle and Radford nearby, and a five-minute hop to the airport and the NEX Mall.

Commute: ~10 min

Ewa Beach

Newer master-planned communities (Ocean Pointe, Hoakalei) with modern floor plans, beach parks, and the best rent-per-square-foot on the island — the price is the H-1 merge every morning.

Commute: ~25-40 min

Kapolei / Ko Olina

Oahu's 'second city' with new construction, big-box shopping, Ko Olina lagoons, and a heavy military footprint; the commute is honest only if you leave before 6 a.m. or ride the Skyline.

Commute: ~30-45 min

Mililani

Central Oahu's cooler, planned suburb with top-rated Mililani High, community pools, and lots of Schofield and Hickam families; H-2 to H-1 adds time in both directions.

Commute: ~25-35 min

Schools & childcare

  • Hawaii has no DoDEA schools; every public school — including the two on base, Hickam Elementary and Mokulele Elementary — belongs to the single statewide Hawaii Department of Education, so there is no district shopping. Base housing also feeds Nimitz Elementary, Aliamanu Middle, and Radford High School, all within about five minutes of the gates.
  • Radford High is roughly 65 percent military kids and runs a dedicated Transition Center for incoming students; Moanalua High and Mililani High are the reputational standouts off base. Hawaii DOE publishes a military families page with enrollment steps and Interstate Compact guidance.
  • The JBPHH School Liaison Office can be reached at 808-422-3770 and answers everything from geographic exceptions (school transfers) to homeschool rules.
  • Child care runs through Navy CYP on both sides of the base — several Child Development Centers, school-age care, and youth centers. Register on MilitaryChildCare.com as soon as you have orders; waitlists for infant care here are among the longest in the DoD.
06

Healthcare

  • The 15th Medical Group runs an outpatient clinic on the Hickam side — primary care, flight medicine, dental, pharmacy — with appointments through 808-448-6000 (Monday through Friday, 7:30 a.m. to 4:30 p.m.; confirm on the clinic's TRICARE site). The Navy's Makalapa Clinic serves the Pearl Harbor side. Neither has an emergency room.
  • Emergencies go to Tripler Army Medical Center, 1 Jarrett White Road (808-433-6661), the DoD's only tertiary hospital in the Pacific, about 15 minutes east on H-1 — or dial 911. Off base, The Queen's Medical Center downtown and Pali Momi in Aiea are the closest civilian options.
  • Hawaii is in the TRICARE West Region, administered by TriWest Healthcare Alliance; TDY travelers on Prime keep their home PCM and use the MHS Nurse Advice Line (800-874-2273, option 1) for urgent-care referrals.

On base

Commissary

Two: Hickam Commissary at 20 Hickam Court, Building 2093 (808-458-7435), and the big Pearl Harbor Commissary inside the NEX Mall complex on Bougainville Drive.

Exchange
  • The Mall at Pearl Harbor NEX (4725 Bougainville Drive, 808-423-3330) is Hawaii's largest Navy Exchange — 275,000 square feet with a food court and Class VI.
  • The Hickam side has an AAFES BX and Shoppette.
Fitness
  • Hickam Memorial Fitness Center at 1120 Vickers Avenue (808-448-2214) is the flightline gym; the JBPHH Fitness Center at 1071 North Road (808-471-2019) runs 5 a.m. to 8:30 p.m. weekdays and 7 a.m. to 5 p.m. weekends.
  • Bloch Arena on the Navy side has courts and a pool.
Dining

Hale Aina Dining Facility (808-449-1666) on Hickam and the Silver Dolphin Bistro galley on Pearl Harbor are the DFACs; Wright Brothers Cafe and Grille, the food court at the NEX Mall, and a Sam Choy's-style waterfront spot at Hickam Harbor cover the rest.

MWR

Great Life Hawaii runs it all: Hickam Harbor marina and beach with kayak and SUP rentals (808-449-5215), Mamala Bay Golf Course (808-449-2304) and the Navy-Marine course, Hickam Bowling Center, Sharkey Theater, and an ITT office that sells discounted luau, Missouri, and Kualoa tickets.

Newcomers

The Military & Family Readiness Center at 655 Vickers Avenue, Building 1105 (808-449-0301, 7:30 a.m. to 3:30 p.m. weekdays) handles Hickam inprocessing and sponsorship; the Navy's Military & Family Support Center covers the Pearl Harbor side.

Insider tips

  1. 01Book lodging the day you see orders. RIMPAC (every even-numbered summer, including 2026) and Sentry Aloha fill Navy Gateway, the Hale Koa, and every Waikiki hotel under per diem for weeks; get your non-availability certificate early and lock a crashpad.
  2. 02Hawaii is rabies-free and your dog knows it: the Direct Airport Release program needs an ISO microchip, a FAVN blood test, and paperwork filed at least 10 days before arrival (about $185 per pet; late or incomplete paperwork means the 5-day-or-less program at a higher fee). Start the clock four to six months before your PCS or the pet sits in quarantine.
  3. 03Your car arrives by ship. Drop it at the Matson or Pasha port through TMO three to four weeks before you fly, rent on arrival, and budget for a Hawaii safety check and registration within the first month. Salt air eats brakes and paint — rinse the undercarriage.
  4. 04H-1 is the only road. Westbound is jammed from 3 to 6 p.m., eastbound from 6 to 8:30 a.m.; the Nimitz Gate side is faster from town, O'Malley from the airport. The Skyline's Makalapa station puts you at the base without a parking hunt.
  5. 05The Oahu rate is a non-foreign OCONUS rate from DTMO, so it can change any month — pull it for your exact dates, and remember Hawaii's transient accommodations tax and resort fees reimburse separately but still need receipts.
  6. 06COLA is real money here but it moves with the DTMO cost-of-living index. Check the OCOLA calculator when you get orders and again after each annual adjustment before you sign a lease.
  7. 07Bring reef-safe sunscreen (oxybenzone sunscreen is banned in Hawaii), a rash guard, and a light rain shell for windward showers — but skip the heavy jacket. Flight suits and PT gear dry fast; cotton does not.
  8. 08Aloha Friday is a thing: civilian offices go aloha-shirt casual, base functions run on Hawaii Standard Time year-round with no DST, and your CONUS teleconference at 0800 Eastern is 0200 here. Set two clocks before you accept the invite.

FAQ

Can I stay off base and still get reimbursed at JB Pearl Harbor-Hickam?
Yes, once Navy Gateway Inns & Suites issues a certificate of non-availability (808-800-2330 or 1-877-NAVY-BED). You then lodge commercially up to the Isle of Oahu rate — $202 lodging per night on the 2026 tables — plus M&IE. A crashpad under that ceiling with an itemized receipt clears DTS the same way a hotel does.
What do I need to get through the gate on arrival?
A CAC and a valid license for active duty, plus registration and insurance if you drive your own car. Rental cars are fine with the contract. Contractors and visitors get a pass at the Visitor Control Center at 1240 South Drive before Nimitz Gate (6 a.m. to 4 p.m. weekdays, 808-449-0865); after hours, call ahead — the gate cannot issue passes.
Is there a hospital on base?
No. The 15th Medical Group and Makalapa clinics are outpatient only. Emergencies go to Tripler Army Medical Center, the pink hospital on the hill above Moanalua, about 15 minutes east — it has a full ER, trauma care, and inpatient beds, and it is the referral center for the entire Pacific.
Where do families live?
About 7,000 privatized homes on base through Hickam Communities and Ohana Military Communities, with waitlists that stretch months for larger units. Off base, Aiea, Pearl City, and Salt Lake give the short commute; Ewa Beach and Kapolei give newer homes and more space for the BAH but a real H-1 commute; Mililani is the central-Oahu family favorite.
