Overview

Naval Station Norfolk is the largest naval station in the world. It home-ports Atlantic Fleet aircraft carriers, cruisers, destroyers, amphibious ships and submarines along 14 piers on Sewells Point, while Chambers Field on the same installation hosts E-2 Hawkeye, C-2 Greyhound and helicopter squadrons and runs more than 100,000 flight operations a year. U.S. Fleet Forces Command, the Atlantic surface and air type commanders and NATO's Allied Command Transformation are all headquartered here, so on any given week the base is cycling through sailors on pre-deployment workups, ship crews in maintenance periods, staff officers on temporary orders, reservists on annual training and students shuttling between the Hampton Roads schoolhouses.

Norfolk itself is an old port city wrapped around the Elizabeth River and the Chesapeake Bay. Summers are hot and sticky, winters are mild with an occasional nor'easter, and low-lying streets flood on a strong high tide. For a TDY traveler what matters most is geography: the base sits at the north tip of the city, so where you sleep decides whether your commute is ten minutes down Hampton Blvd or forty minutes through tunnel traffic from Virginia Beach or the Peninsula.

Weather

Norfolk has a humid subtropical climate measured at Norfolk International Airport: July highs average close to 89°F with heavy humidity and afternoon thunderstorms, while January lows sit right around freezing. The area gets roughly 47 to 50 inches of rain a year spread through every month, and only a few inches of snow. Atlantic hurricane season (June through November) and winter nor'easters bring the real disruption, mostly through tidal flooding on low streets like those in Ocean View and Ghent.

Best months

April to early June and mid-September to early November

Tough months

July and August for heat and humidity, and September into October for tropical-storm flooding; January and February can bring the occasional icy morning and closed bridges

02

Getting there

  • Fly into Norfolk International (ORF). It sits a mile off I-64 on the east side of the city, about 8 miles and 15 minutes from the base via I-64 west to I-564 (Admiral Taussig Blvd), which dead-ends at the station gates.
  • Gate 2 on Hampton Blvd is the main 24/7 gate and the one to use from Ghent, Wards Corner and Ocean View. Other gates run limited hours: Gates 1 and 10 off I-564 operate as inbound-only in the morning and outbound-only in the afternoon, and Gates 3A, 4, 5 and 6 keep weekday daytime hours. On weekends and federal holidays most gates close, so plan on Gate 2. Hours were revised in 2025 and again in early 2026 — verify on the CNRMA NAVSTA Norfolk gate hours page.
  • Visitors without a CAC need a pass from the Pass and ID office (757-322-1971). Bring a REAL ID, registration and proof of insurance, and expect a background check. The Quarterdeck (757-322-2365) can point you to the right window if you arrive after hours.
  • Morning inbound traffic on I-564 and Hampton Blvd stacks up between about 0530 and 0730 and again outbound from 1500 to 1700; a crashpad north of downtown lets you skip most of it.
  • Coming from the Peninsula (Hampton, Newport News, Langley–Eustis) means the Hampton Roads Bridge-Tunnel, which backs up badly with any incident or summer beach traffic. From Virginia Beach and Chesapeake, I-264 and I-64 to I-564 is the normal route.
  • Hampton Roads Transit runs a free on-base Base Express shuttle (Blue and Gold routes) and city bus lines up Hampton Blvd, but for anything beyond the pier-to-office loop you want a car.

TDY lodging

Navy Gateway Inns & Suites Norfolk is the TDY lodging and it is big: two front desks spread over five buildings, with the main desk at Wall Manor, Building S-30, 1353 Gilbert St. Reserve through 877-NAVY-BED

  • Navy Gateway Inns & Suites Norfolk is the TDY lodging and it is big: two front desks spread over five buildings, with the main desk at Wall Manor, Building S-30, 1353 Gilbert St. Reserve through 877-NAVY-BED (877-628-9233) or the property line at 757-394-9164; NGIS strongly recommends calling on arrival day to learn which desk you report to.
  • Check-in is 1600 and check-out 1100, and the property is pet-friendly under the Navy lodging pet policy.
  • If NGIS cannot house you for your dates you receive a non-availability statement authorizing off-base lodging at the locality rate.
  • Navy Lodge Norfolk (7811 Hampton Blvd, 757-489-2656 or 1-800-NAVY-INN) is the family and PCS option just outside Gate 2 with kitchenettes and no non-availability requirement; it also runs full in PCS season and summer.

Off-base per diem

  • Confirm the current lodging allowance for your duty location and travel dates with the official rate lookup and your travel office.
  • No current rate is quoted here.
  • Alaska and Hawaii use DoD OCONUS rates.
  • A published ceiling is not proof of reimbursement eligibility.

The crashpad option

Norfolk's TDY pattern is weeks, not nights: workups, shipyard periods and staff augments routinely run 30 to 180 days, and a $110 lodging rate does not stretch far in a hotel market that spikes every summer. A furnished crashpad with a kitchen, laundry and parking a few minutes from Gate 2 is the better fit for that kind of stay. Base Crashpads does not have a listed property at Naval Station Norfolk yet — we are expanding into Hampton Roads, so if you need a place here or own one you would like to list, reach out and we will put you at the front of the line.

Housing & BAH

Housing

  • On-base family housing at NS Norfolk is privatized and run by Liberty Military Housing (formerly Lincoln Military Housing), with neighborhoods on and around the base and in the wider Hampton Roads area.
  • Wait times vary by rank, bedroom entitlement and application date, and families commonly rent off base for several months or their whole tour rather than wait.
  • The Navy Housing Service Center (757-445-2832) handles applications and off-base referrals.
  • The rental market is large and varied: Ocean View and Wards Corner for cheap commutes, Ghent and downtown for walkable neighborhoods, Virginia Beach and Chesapeake for newer subdivisions and stronger schools at the cost of a longer drive.

Schools & childcare

  • Norfolk Public Schools (npsk12.com) is the home school division for the base and maintains a military family liaison program; the district has a large Navy population and offers specialty and magnet programs.
  • Families who live in Virginia Beach or Chesapeake attend Virginia Beach City Public Schools (about 70,000 students, 87 schools) or Chesapeake Public Schools, both consistently popular choices among Navy families.
  • There is no DoDEA school on the installation. The Naval Station Norfolk School Liaison Officer (Building C-9, 9475 Bacon Ave, 757-445-0350) helps with enrollment, transfers and the Interstate Compact.
  • Child Development Centers on base (including Willoughby CDC) are NAEYC-accredited and run weekday full-day care, but Hampton Roads waits are long; apply through MilitaryChildCare.com as soon as you have orders and ask Mid-Atlantic Region (866-628-9232) about status.
  • Old Dominion University, Norfolk State, Tidewater Community College and Regent University all sit within a half hour of the base, and the Navy College office on base handles TA and testing.
06

Healthcare

  • Naval Medical Center Portsmouth, across the Elizabeth River, is the Navy's oldest hospital and the region's military medical center with a full emergency department, Level II trauma designation and most specialty care.
  • On the base itself, Branch Health Clinic Naval Station Norfolk (Sewells Point) provides primary care, family medicine, dental, pharmacy, optometry, radiology, sea-duty and overseas screening; Boone Branch Health Clinic at JEB Little Creek serves the beach side.
  • Hampton Roads is in the TRICARE East region administered by Humana Military; TDY travelers on Prime should use the base clinic or call the Nurse Advice Line before seeking civilian urgent care.
  • The closest civilian emergency departments are Sentara Norfolk General (the region's only Level I adult trauma and burn center, in the Ghent medical district) and Sentara Leigh Hospital off I-64; Children's Hospital of The King's Daughters is adjacent to Norfolk General.
  • The branch clinic and NMCP pharmacies fill military prescriptions; retail network pharmacies are everywhere along Hampton Blvd and Little Creek Rd.

Insider tips

  1. 01Pick a crashpad north of downtown (Ocean View, Wards Corner, Titustown) if your orders are on the waterfront; anything across a bridge or tunnel turns a 10-minute commute into 40 on a bad morning.
  2. 02Gate 2 on Hampton Blvd is the only gate you can count on around the clock; Gates 1 and 10 off I-564 are directional (inbound mornings, outbound afternoons) and most gates close on weekends.
  3. 03Call NGIS (757-394-9164) the day you arrive to learn which of the two front desks to report to; the five buildings are spread out and the wrong one costs you 20 minutes in traffic.
  4. 04Watch the tide tables and the forecast: Ocean View, Willoughby Spit and parts of Ghent flood on a strong high tide or a nor'easter, and saltwater on your car is expensive.
  5. 05The Hampton Roads Bridge-Tunnel expansion and I-64 work mean lane closures pop up regularly; check VDOT 511 before any trip to the Peninsula or Langley.
  6. 06If your orders say Virginia Beach rather than Norfolk you get the higher Virginia Beach lodging rate, especially in June through August; read the locality line on your orders before booking.
  7. 07Summer hotel rates track the beach tourism calendar, so a month-long TDY in July is exactly when a crashpad saves you the most.
  8. 08Base parking near the piers is tight and permit-driven; ask your sponsoring command where TDY personnel are supposed to park before your first day.

FAQ

How far is Naval Station Norfolk from the airport?
About 8 miles and 15 minutes: I-64 west from Norfolk International to I-564, which ends at the base. Rental cars are on airport property and worth it; the base is too spread out to work without a vehicle.
Can I stay at a crashpad instead of Navy Gateway Inns & Suites?
On most TDY orders you must request on-base lodging first. If NGIS cannot house you for your dates you get a non-availability statement, and off-base lodging up to the $110 Norfolk locality rate is reimbursable. Many commands issue orders with lodging non-availability already noted for long stays; ask your admin.
What is BAH at Naval Station Norfolk in 2026?
The base is in the Norfolk/Portsmouth MHA (VA298). Published 2026 rates are $2,430 with dependents and $1,908 without for E-5, and $2,694 with and $2,505 without for O-3. Verify your own grade and zip on the DTMO calculator.
Is Naval Station Norfolk the same as NAS Oceana or Little Creek?
No. Norfolk is the ship and Chambers Field base on Sewells Point in the city of Norfolk. NAS Oceana (strike fighters) and JEB Little Creek–Fort Story (amphibious and expeditionary forces) are in Virginia Beach, 25 to 40 minutes east. Check your orders for the installation and choose lodging on the correct side of town.
